Our English Learner programs are designed to support students in achieving English proficiency, mastering academic language, and building the confidence needed to succeed in school and beyond.

English Language Development (ELD) is a daily component of instruction for English Learners and is provided by fully credentialed teachers who hold specialized CLAD certification and are trained in effective language acquisition strategies. Through focused language instruction and meaningful learning experiences, students develop their listening, speaking, reading, and writing skills while actively engaging in the District’s core curriculum.

Our teachers utilize research-based instructional practices, including Thinking Maps, realia (real-world objects and experiences), visual supports, structured academic conversations, and collaborative learning opportunities to make content comprehensible and accessible. These strategies help students build vocabulary, strengthen language skills, connect new learning to prior knowledge, and fully participate in instruction across English Language Arts, mathematics, science, and social studies.

By combining high-quality core instruction with targeted language support, Savanna School District ensures that English Learners are equipped with the skills, knowledge, and confidence needed to achieve English proficiency, meet academic standards, and reach their full potential as successful learners and future leaders.

  • With the guidance and resources provided by the schools and educators, students enhance their language abilities while simultaneously engaging with academic content. To transition from ELL status, students must demonstrate proficiency on state and district assessments, maintain strong academic performance, and successfully pass a review conducted by teachers, administrators, and parents.

    Resources for Parents:

  • The English Language Proficiency Assessments for California (ELPAC) is the test that is used to measure how well students in kindergarten through twelfth grade understand English when it is not their primary language. The ELPAC has taken the place of the California English Language Development Test (CELDT). Additional information can be found in the parent guides and resources posted below and on the California Department of Education ELPAC Website and the official ELPAC website.

    As our parents, teachers and students work together to ensure continued learning for our students, the resources below are designed to assist parents and students who are English Language Learners.

District English Learner Advisory Committee

The District's English Learner Advisory Committee  is an advisory committee made up of representatives from each school’s English Learner Advisory Committee. The primary function of District's English Learner Advisory Committee is to provide guidance to the District on programs and services for English Learners. The meetings are open to the public, and all parents and guardians in the Savanna School District are invited to attend. Meetings for the 2026-27 school year will be held at the Savanna School District Office, 1330 S. Knott Avenue; Anaheim beginning at 3:00 pm on the following dates:

  • January 21, 2027
  • April 29, 2027
